According to other site members this film is called 'Strolche und Irre' which translates as 'Rogues & Lunatics' which really confirms to what I said in my original description below:
A marvellous bit of late twentieth century porn chock full of gorgeous Dutch/Czech/German/Slovak lads getting up to all sorts incomprehensible antics - I adored the opening scene were two lads are thrown onto the street naked except for their Rayban sunglasses and they wander off and join a gang? army group? rebels? at their canal side HQ where the rest of the action takes place - with almost everyone naked and involved in some desultory sex acts. It is wildly amusing if you have a taste for naked skinny blond twinks in 1980s mullet haircuts running around and, possibly, attempting to take over the world.
