The point of an adult porn site is to provide adult content to other adults. By definition, an adult porn site cannot provide under-aged material. No kids. That's the line that is drawn in law.

Minors depicted as such won't have the full range of secondary sex characteristics. These 'boys' are both depicted with a prominent larynx, set cranio-facial features and terminal hair on formed brow ridges, and so are judged to be 18+, and legal.
If there wasn't a discernible larynx, juvenile facial features or vellus hair on undeveloped brows, then monitors would delete them as underage.

Since I'm Japanese, I often look at foreigners' walls, and recently I've been able to tell apart underage boys. It's really troubling because East Asian boys tend to look so young. Characters in anime and manga also look really young. Of course, their stated ages are adults. In the deformed style, skin wrinkles and body shapes are omitted, or rather, things like muscle lines are left out. This is to make it easier to produce character toys or anime. And lastly, this is a really wonderful blog.
