Assuming that this article is factual, and there probably is no reason to believe that the it is not, the struggle here is the generalized acceptance of a tested vaccine against the clearly expressed reluctance by some sectors of the public. Science, in hindsight, is always 100%. Given the choice to accept an untested vaccine that caused "a few deaths" versus a fully vetted vaccine with proven efficacy, most people (especially at the outset of this pandemic) would probably have chosen to wait. Knowing now, at the potential back-end of this horrible event, that the potential death toll would have been optimally magnitudes lower...that decision (again, in hind-sight) may not have been ideal. I have no doubt that out there, somewhere, are similar treatments, still being tested, that will eventually provide cures for all manner of ailments (thinking cancer, etc), but proper testing and trials are all part of modern science to ensure that the cure is not worse than the disease.
