If you have Windows 10, you should have the option "Touch Keyboard" on you desktop located in the taskbar at the bottom right of Windows desktop. If it's not already visible or hidden, you can access it by going to the taskbar (the taskbar is the bar located at the bottom of your desktop where the time, date and other items are located). Right click anywhere into it, the taskbar menu appears, about middle way up you will see "Show Touch Keyboard Button", click onto that and the Touch Keyboard will now display in the taskbar lower right corner.
This is the keyboard you want as it has the "emoji" options enabled, not the "On Screen Keyboard" which can be located in the Windows Ease of Access sub menu. Once you see the Touch keyboard icon in your taskbar, click to open it, you will see the "smily face" emoji the third button bottom row far right, click it. Now the full emoji keyboard will open. You can swipe left and right for more and at the bottom, there are categories of more emojis you can use by clicking on those.
