As one who has been there and done the nasty deed, it is safe to say that because of the acoustics and the way that sound reverberates in that structure, it would be impossible to determine the guilty party unless you were there all also. Enjoy.

I don't know much about the American political system, however if it is anything like the UK system the sound of your fart will have to compete with all the other farts that want to be heard.
