Is there any back-story? I'm cynical because how would the former caretaker, an older gentleman, just happen to be filming his walk on the street, and just serendipitously his lost dog just appears in the middle of the sidewalk? Is more known on this? (It is, of course, an amazing tale if true.)

I don't speak Georgian and almost no Russian but I think he's going back to the street he saw the dog he thinks is his with the help of his friend and says when he walks up to (Georgi.. the dog) something like "es shen kahr Georgi" (is that you Georgi). This is in Tablisi. If someone knows Georgian maybe they can translate?
I do know that dogs tagged like this one on his ear mean they're known strays, not violent and people around the area just kind of feed them.
