Wow, I sent to 9 Russians (current or ex-) & one (from SPb, but he's 25, & not the SPb my-age couple that I know & visit who live on the other end of the huge city) has responded. This young guy said something about, "Not in Russia I don't think, Russians do not use such road-paint," and I sent him a ground-level pic of it! Sorry, not making fun of him at all, I want to hug him! He owes me one for fooling him.... Thanks Jayden, looking forward to getting other answers.

Legend has it that the Tsar who commissioned the building of St. Basil's had its architect blinded, so that he could never create a more spectacular structure. No wonder they called that Tsar "Ivan the Terrible."

I'll go with all these answers, but I think the first 3 are correct. But the others are cool too. It's interesting, we've probably all seen this place in photos before, but always in a much-different angle. Going to send this pic — thanks Jayden for it — off to my Russian friends in St. Petersburg, and call it Russian candy, & see if they identify it.
