Ok so I was getting changed recently and my friend was kindof watching. It seemed like he was trying to get a look at my dick. I would try to repeat the situation and then just ask him if it bothers him seeing you like this, if he says it does then apologize and tell him you'll try not to let it happen again, if he says no then say "good" and leave it at that and see what happens after that.

I second Northhunter's advice to take it slow. There is a lot on the line here if things don't go as planned. I'm assuming you two are very close, so throwing some awkwardness into your friendship may harm it. Do you think you can have a heart to heart with him about his sexuality, and yours, without creating any tension? Another thing to consider is that even if you do get him to open up about his sexuality, and he is gay, you have to consider what fooling around with him will entail, it seems that you're interested in experimenting and he may want more than that. A summary: be cautious, take it slow, find out what he would want from a relationship, and what could the outcome of your friendship be if you did experiment with him?
