At one time I worked at an institution for retarded kids so naturally I saw all sorts of strange things. One of these things that always left me wondering about uncut guys was when i came to work in the morning one time and the kids were just being woken up when I saw one of them by his bed kina wimpering and like in pain. What you explained here is a malformation which definitely need circumcision, but for the most uncut, the foreskin he quite elastic, and through several dilation of the foreskin over and under the penis head this keeps the elasticity but there is indeed some cases where circumcision is necessary. Back in the day circumcision was strictly an hygiene matter, later few religions adopted it as a ritual to mark the passage from boy to man. But today it has been proven totally useless, unless there is complication such as the one you mentioned.
